MAC is proud to host the Small Business Development Center (SDBC) in Pima County. Southern Arizona entrepreneurs can obtain one-on-one business and financial counseling to help their business thrive.

With an entrepreneurial spirit, we provide high impact, quality consulting services and training to help business owners and managers achieve their goals, thereby strengthening the economy of the Southern Arizona region. Our mission is to support Arizona’s economy by helping small businesses achieve success. We strive to promote small business growth, expansion, innovation, and increased productivity for the businesses that we serve. The SBDC provides the following resources to the business community:

  • Confidential one-on-one counseling by skilled professionals at no charge
  • Referrals to outside resources such as accounting, legal, market research, website development
  • Seminars and workshops on a variety of business topics
  • Facilitation of strategic planning retreats including implementation of strategic plans
  • Focused small group sessions to assist business owners with cash and profit management
  • Help in preparing for government contracts and assistance with obtaining certifications at the federal, state, and local levels
  • Assistance in accessing both debt and equity capital
  • Advising owners in business planning and forecasting

Arizona SBDC Network

Our SBDC ( is part of a national network of over 1,000 SBDCs administered by the SBA. In Arizona our

AZ SBDC Statewide Network office supports our 11 SBDCs and numerous satellite locations. SBDCs work with community organizations and local, state and federal agencies to create a broad network of resources for the small business community.

Ellen Kirton

Director, Small Business Development Center (SBDC)

Ellen Kirton has 35 years of experience in the banking industry, her last position being as a SVP Business Banking Manager at Bank One/Chase. She has been an independent consultant to small businesses for the last 7 years, and is a co-owner of Effortless HR, an internet-based human resource company. She is currently a board member and past President of National Association of Women Business Owners (NAWBO), and serves on the Advisory Council for Susan G Komen for the Cure, and the Catalina Council of Boy Scouts. She is also an author of the book, “Cinderella is Still Dancing.”


Karen Burns

Business Analyst, Small Business Development Center
Karen has a lifetime of experience in Arizona commercial banking industry. She has worked as a corporate underwriter, portfolio manager, and litigation manager. She received a Senate Confirmation to the Arizona State Land Department Board of Appeals and during the five years of service held each board officer position, including President of the Board. Karen received her BA and MBA from the University of Arizona. She brings a strong financial background and a long history of service to Arizona and the Tucson community having served on many boards during her career including Lohse YMCA, Friends of Sabino Canyon, Tucson Arts District Partnership, and the Fox Tucson Theatre Fiundation.

Rick Loveland

Business Analyst, Small Business Development Center

Rick Loveland has over 20 years of small business ownership and executive management experience in manufacturing, construction, retail and e-commerce companies, ranging from start-ups to $40 million enterprises.  He has 10 years of small business consulting experience structuring small business for profit.  Rick has counseled over 100 clients in the application of a finance-driven, results-oriented management approach, focusing on process improvement, coordinating business functions, and attaining financial and strategic goals. In addition, as a CFO, COO and General Manager, Rick turned around 3 companies in the last 15 years by creating and implementing innovative systems that streamline the planning, organization and execution of the operations, sales and financial functions. Rick has a BA and an MBA from the University of Arizona.
